A Study on the Internationalization Transformation of Higher Education in New Zealand

摘  要:新西兰高等教育国际化经历了教育援助导向、市场利益驱动和国际参与力主导三个发展阶段,为新西兰提升国际竞争力作出了巨大贡献。历经两次转型,新西兰将高等教育国际化定位为国家战略,构建了跨系统、跨部门高协同的推进体系,建立了具有法律效力的国际化战略规划和评估监测制度,实现了战略规划的权威性、连续性、指导性和可监测性。经对新西兰经验的再思考,认为新时期高等教育国际化转型需要实现四大核心要素的系统转变,分别为动因驱使转向自身能力提升、战略选择转向多主体协同推进、模式形态逐渐转向在地国际化、评价标准凸显阶段性和个性化。The internationalization of New Zealand’s higher education has experienced three stages of strategy development led by education aid orientation,market interest-driven and international participation leading,which has made a great contribution to the improvement of New Zealand’s international competitiveness.After twice transformation,New Zealand has positioned the internationalization of higher education as a national strategy,constructed a highly cross-system and cross-department coordinated promotion system,established a legally effective internationalization strategic planning and evaluation and monitoring system,and realized the continuity,guidance and monitoring of strategic planning.After an in-depth reflection on the New Zealand experience,the paper holds that the transition of higher education internationalization in the new period needs four key factors to realize the systematic transformation:the driving force to promote its own ability,the strategic choice of multi-subject to advance in coordination,the mode form to gradually turn to local internationalization,and the evaluation standard to highlight the stage and individualization.
