摘  要:数字教育公共服务是人的全生命周期公共服务优质共享的重要内容。当前数字教育公共服务体系存在建设内容不清晰、治理模式成效不明显、体制机制创新少等问题。基于此,通过梳理浙江省域整体数字化改革的背景,界定区域数字教育公共服务的概念和特征,分析浙江建设高质量数字教育公共服务体系的实践逻辑,进而设计区域高质量数字教育公共服务体系的框架结构,包括基础设施体系、资源应用体系、教育大数据开放服务体系、协同创新体系和发展制度体系,同时,从完善规划设计、加大资源投入、落实评价和坚持开放共享四个方面,提出区域数字教育公共服务体系的发展方略。Public service of digital education is an important part of high-quality public service sharing in the whole life cycle of people. At present, there are some problems in the public service system of digital education, such as unclear construction content, ineffective governance model, less innovation of system and mechanism and so on. Based on this, this paper introduces the background of the overall digital reform in Zhejiang Province, defines the concept and characteristics of regional digital education public service, analyzes the practical logic of Zhejiang’s construction of high-quality digital education public service system, and designs the framework structure of regional high-quality digital education public service system, including infrastructure system,resource application system, education big data open service system, collaborative innovation system and development system. And,it puts forward the development strategy of regional digital education public service system from four aspects: improving planning and design, increasing resource investment, implementing evaluation and adhering to openness and sharing.
