摘　　要：新时代党的教育方针,明确回答了“为谁培养人、培养什么人、怎样培养人”这个教育的根本问题,为思想政治理论课建设提供了根本遵循。高校全面贯彻党的教育方针,必须把立德树人作为根本任务,必须回答和解决好“谁来培养人”这个立德树人的关键问题,亦即“靠谁培养人、谁能培养人”的关键问题,进一步明确高校思政课教师作为立德树人主体的职责要求,提高其胜任使命担当的素质能力,更好担当起立德树人的根本使命任务。The Party′s educational policy in the new era makes a clear response to the fundamental problem of "For whom, how, and what kind of people to cultivate.",which provides a fundamental guideline for the construction of ideological and political course.In order to fully implement the party′s education policy, building people with strong moral character should be taken as central task for colleges and universities, in which the key problem of "who is qualified and responsible to cultivate people" should be explored and well solved.The responsibility requirements of taking ideological and political course teachers as the subject of moral education should be further clarified, so as to improve the quality and ability of their mission, and better undertake the fundamental mission of moral education.
