摘 要:公众所具有的规范性共识影响政府在公共服务的价值建构和政策选择。作为公共服务而诞生的英国课后服务体系,其最终目标是实现公共价值的最大化,即兼顾公平与质量。英国课后服务体系立足公平效率的发展定位与普惠共享的实施理念,以政府主导为核心,以多样供给为目标,以多元主体和专项监管为抓手,满足了公众和社会发展的需求。基于此可为我国课后服务的政策与实践提供以下参考:坚持公共服务性质的价值定位、主体建构体系的多元化、普惠性课后服务收费、课后服务监管路径的优化和基于机会公平的实施理念。The normative consensus of the public influences the government’s value construction and policy choice in public service.As the public service,the goal of the British out of school care system is to maximize public value,that is,to consider fairness and quality.Based on the development orientation including fairness and efficiency and the implementation concept of inclusive sharing,the British government,which is the core of out of school care system,aims at the diversified supply and takes the multi-subjects and special supervision as the starting point to meet the needs of the public and social development.The experience of out of school care system in Britain can provide some reference for our great country,as follow:insistence on the nature of public service,the diversification of the subject construction system,inclusive out of school care charges,the optimization of out of school care supervision route and the implementation concept based on fair opportunity.
