摘　　要：建立职业教育供需匹配的市场机制是当前我国职业教育高质量发展的重要任务。英国作为一个市场经济高度发达的国家,其职业资格认证市场发展经历了曲折的历程,近十多年来,通过营造宽松的职业资格认证市场内部环境、培育职业资格认证市场要素、细分职业资格认证市场以及加强职业资格认证市场外部监管,形成了既独立于政府,又接受政府监管的新型的职业资格认证市场。这一市场运行模式表现出三方面特征:一是以颁证组织为市场主体;二是政府监管下的结构化市场;三是以追求效率和创新为主导价值。对构建我国职业教育资格认证市场的启示是:培育我国职业资格认证市场要素;赋予培训评价组织以市场主体地位;发挥政府统筹和监管职能。The market for vocational qualifications is a market mechanism that serves the vocational education and promotes a better match between the supply of vocational education and the demand of the labour market.It is also an area explored on a pilot basis in the current process of high-quality development of vocational education in our country.As a highly developed country with market economy,the tortuous development and reshape of the vocational qualification market in the UK in the past ten years deserve our in-depth analysis.The reform measures are:to create a loose internal environment of the vocational qualification market,to cultivate the elements of the vocational qualification market,to subdivide the vocational qualification market and to strengthen the external supervision of the vocational qualification market.Thus,a new type of vocational qualification market,which is independent of the government and subject to the government supervision,is formed,which makes it competitive and active,and also undertakes the social mission.There are three characteristics in the operation of this market:firstly,the certification organization is the main body of the market;secondly,the structured market under the government supervision;and thirdly,the leading value is the pursuit of efficiency and innovation.The Enlightenment to the construction of vocational education qualification market in our country includes:cultivating the elements of vocational qualification market in our country;endowing the training and evaluation organization with the status of the main body of the market;giving full play to the functions of government coordination and supervision.
