摘  要:二十一世纪以来,欧盟终身学习政策经历了《里斯本战略》《欧洲2020战略》以及《到2025年实现欧洲教育区》三个阶段。政策逻辑表现为:在政策目标方面,短期服务时代经济发展,长期促进全民终身学习;在政策结构方面,联盟与成员国共同规划、法制化与引导性相结合;在政策执行层面,自上而下成立执行机构,自始至终匹配行动计划;在政策保障方面,采用内部规范量化评价体系,外部加大跨部门交流合作。欧盟终身学习政策在一定程度上带来了更多的机会,但距离其所设想的蓝图仍有一定距离,不应忽视政策带来的“马太效应”。基于我国终身学习政策体系的建设现状,提出加速推进科学的终身学习政策体系建设、完善系统可行的终身学习政策行动网络、落实明确长效的终身学习政策实施监督与评价机制、协同相关部门加强终身学习政策治理水平的建议。Since the 21 st century, EU lifelong learning policy has gone through the period of the Lisbon Strategy, the Europe 2020 Strategy and the ongoing period of the European Education Area by 2025. The policy logic is manifested in the policy objectives of serving the economic development of the times in the short term and promoting lifelong learning for all in the long term;in the policy structure, the union and the member states plan together, combining with legalization and guidance;in the policy implementation level, executive agencies from top to bottom are set up to match the action plan from the beginning to the end;and the policy is supported by an internal standardized and quantitative evaluation system and external increased cross-sectoral communication and cooperation. The EU’s lifelong learning policy has brought more opportunities to a certain extent, but there is still a certain distance from the blueprint it envisages. The “Matthew Effect” of the policy should not be ignored. Based on the current situation of the construction of China’s lifelong learning policy system, suggestions are made to accelerate the construction of a scientific lifelong learning policy system, improve a systematic and feasible lifelong learning policy action network, implement a clear and long-term monitoring and evaluation mechanism for lifelong learning policy implementation, and strengthen the level of lifelong learning policy governance in collaboration with relevant departments.
