新时代中小学劳动教育政策的执行偏差与对策

摘　　要：地方层面在贯彻中央劳动教育政策过程中出现了以“劳动实践”代替“劳动教育”的替换性执行、“缺斤少两”的选择性执行以及“三教合力”的象征性执行等执行偏差问题。因此,中央层面要加强政策宣讲,使地方明确政策目标的内涵,以避免替换性执行;地方层面应灵活处理政策共性与个性的关系,以避免选择性执行;同时,要落实问责的配套措施,以防止象征性执行。In the process of implementing the national labor education policy at the local level,there are some policy implementation deviation problems,such as the alternative implementation of “labor practice” instead of “labor education”,the selective implementation of “lack of weight” and the superficial implementation of “joint force of school,family and society education”. Therefore,the central administration should strengthen policy publicity and help local governments understand the connotation of policy objectives,so as to avoid alternative implementation. The local administration should flexibly deal with the relationship between commonness and individuality of policies in order to avoid selective implementation. At the same time,supporting measures of accountability should be implemented to prevent superficial implementation.
