借鉴国际标准推进职业教育标准实施的思考——以船员教育落实《STCW公约》为例

摘　　要：目前国家高度重视并正全力推进职业教育人才培养标准的制定及实施工作。船员因为其工作的国际性,人才培养的知识和能力目标需满足国际标准(《STCW公约》)的规定。我国船员教育履行《STCW公约》已有四十多年的历史,形成了一套中国特色的履行公约的机制。通过对《STCW公约》内容、格式的介绍,对我国船员教育落实该公约的机制及保障体系进行了梳理,以期为我国当前正在进行的专业、课程等标准的制定及实施工作提供借鉴。The state has been placing great importance on and is fully promoting the formulation and implementation of vocational education training standards.Since the seafarers'job goes across the border,the knowledge and ability for the crew training should meet the international standards(STCW Convention).Seafarer education in China has been implementing STCW Convention for more than 40 years,and a set of mechanisms for implementing the Convention with Chinese characteristics has been set up.The paper introduces its content and format,and sorts out the mechanism and guarantee system to implement the Convention in China,so as to provide reference for the formulation and implementation of the prevailing professional and curriculum standards.
