摘 要:复配食品添加剂相比单体食品添加剂具有节约用料、改善品质、降低风险、促进新品研发等优势,在食品工业中应用越发广泛,生产企业数不断增加。由于食品添加剂的违规使用和非食用物质的滥用使其安全性备受关注。为规范复配食品添加剂的生产和使用,提高质量安全水平,需在组份含量检验的基础上对其进行风险评估和监管。GB 26687—2011《食品安全国家标准复配食品添加剂通则》的4.1.6条款要求复配食品添加剂的生产企业应制定生产管理制度来明确规定各种食品添加剂的含量和检验方法。基于复配食品添加剂的食品安全标准、生产许可审查及生产应用实践,发现其生产和监管过程中存在部分食品中食品添加剂检验标准方法缺失、标准检验方法有待更新、企业自检困难等问题,并相应地提出及时修订和增补相关标准,建立和完善非标检验方法数据库,多方协助生产企业建立和完善自检体系等对策建议,旨在为提高复配食品添加剂质量安全水平及促进食品工业的健康发展提供参考。Compound food additives have the advantages of using less raw materials,improving product quality,reducing the risk of food safety,and promoting the development of new foods. Therefore,they are more and more widely used in food industry,and food additives manufacturers are also increasing. However,the safety of compound food additives is of great concern due to illegal use of nonfood substances and overdose use of food additives. In order to regulate compound food additives and improve product quality and safety,it is necessary to carry out risk assessment and conduct food additives content inspections. Article 4.1.6 of GB 26687—2011 National Food Safety Standard General Rules for Compounded Food Additives requires that the manufacturer of compound food additives should formulate a production management system to specify the content and inspection methods of various food additives. With the national standards of food safety,inspection of production licenses,and examples in the practice,problems are found in the production and supervision process including lack of detection standards for component content detection,not updating the standard detection methods,and difficulties in self-inspection for some manufacturers. Therefore,revising inspection standards for food safety on time,establishing and improving the database for non-standard inspection,and assisting manufacturers to establish and improve the self-inspection system are put forward. The purpose is to provide a reference for improving the quality and safety level of compound food additives and promoting the healthy development of food industry.
