摘 要:认识、评价和监测当前我国初中教育发展状况是重大的教育政策实践与理论问题。通过建构一个由师资力量、办学条件、经费投入3个一级指标和10个二级指标构成的初中教育综合发展水平评价体系,采用PLS结构方程模型方法,对2019年全国31个省(区、市)初中教育综合发展水平进行测评,结果表明,当前我国初中教育综合发展水平省际间发展不平衡,各省内部指标发展也存在差异。总体而言,全国不足半数的省(区、市)初中教育发展水平与当地的经济社会发展水平基本适应。提高我国初中教育综合发展水平,可采取以下策略:加大中央对薄弱省区转移支付力度,强化省级政府的统筹责任;补齐自身短板,促进整体协调发展;发挥地缘优势,共建“初中教育发展共同体”。Understanding, evaluating and monitoring the current development of junior middle school education in China is a major practical and theoretical issue of educational policy. By constructing an evaluation system of the comprehensive development level of junior middle school education composed of three primary indicators of faculty,school running conditions,fund investment and 10 secondary indicators,the PLS structural equation model method is used to evaluate the comprehensive development level of junior middle school education in 31 provinces in China in 2019. The research shows that the comprehensive development level of junior middle school education in China is unbalanced among provinces, and there are differences in the development of indicators within provinces. Generally speaking,the development level of junior middle school education in less than half of the provinces(autonomous regions and cities) in China basically adapts to the local economic and social development level. To improve the comprehensive development level of junior middle school education, the following strategies can be adopted: strengthening the central transfer payment to weak provinces and regions and strengthening the overall responsibility of provincial governments;making up for our own shortcomings and promoting the overall coordinated development;and playing geographical advantages and building a “junior middle school education development community”.
