摘  要:近年来,因缺乏系统的课后服务组织结构与运作体系所导致的供需矛盾加剧,课后服务项目孤立运行,课后教育资源分配不均,已成为制约美国课后服务发展的难题。对此,美国通过构建课后服务的公共机构运行模式、非营利性组织运行模式、网络化运行模式等多中心运行系统,为地方课后服务提供可选择和可转化的智慧样本。在实施中,美国以公共数据系统支撑供需诊断机制,以资源共享与互援构建系统协调机制,以质量标准与问责制推进循证评估监督机制,并面向弱势地区和弱势群体提供补偿机制,迈出了课后服务治理的关键一步。In recent years,due to the lack of a systematic after school program organizational structure and operation system,the contradiction between supply and demand has intensified.After school programs are operating in isolation,and after school education resources are unevenly distributed,which has become a problem restricting the development of after school program in the United States.In this regard,the United States provides selectable and transformable wisdom samples for local after school program by building multicenter operation systems such as public organization operation models,non-profit organization operation models,and net-work operation models.In implementation,the United States supports the diagnosis mechanism of supply and demand with the public data system,builds a system coordination mechanism with resource sharing and mutual assistance,promotes the evidence-based evaluation and supervision mechanism with quality standards and accountability,and provides a compensation mechanism for vulnerable areas and vulnerable groups.A key step in the governance of after school program has been completed.
