摘　　要：打造一流的中外合作办学项目是“双高”计划中国际化维度的重要内容,而绩效评价对项目质量保障起着重要作用。因此,构建一套基于“双高”计划目标的中外合作办学项目评价指标体系意义重大。首先梳理了“双高”计划的内涵,提出了中外合作办学项目人才培养的新要求;然后对现有中外合作办学评价指标体系进行了研究,指出存在的不足;最后结合利益相关者理论,提炼出多元多维度的高职层次中外合作办学项目评价指标体系框架。Building a first-class Sino-foreign cooperative school-running project is an important part of the internationalization dimension of the "Double High" Plan, and performance evaluation plays an important role in project quality assurance. Therefore, it is of great significance to build a set of evaluation index system for Sino-foreign cooperative education projects based on the objectives of the "Double High" Plan. First of all, the connotation of the "Double High" Plan is sorted out, and new requirements for personnel training of Sinoforeign cooperative school running projects are put forward. Secondly, the current evaluation index system of Sino-foreign cooperation in school-running is studied and the shortcomings are pointed out. Finally, combined with stakeholder theory, a new multi-dimensional evaluation index system framework for Sino-foreign cooperative education projects in higher vocational education is proposed.
