“一带一路”倡议下区域高等教育国际化的建设向度及其治理

摘　　要：作为促进区域发展的重要战略举措,推动高等教育有效融入“一带一路”体系,有利于加快区域高等教育国际化进程,从而实现高等教育内涵式发展。在“一带一路”倡议框架下提升区域高等教育国际化发展水平,需要坚持质量导向,贯彻落实高等教育国际化内涵式发展战略;发挥制度优势,强化政府的顶层设计作用;创新体制机制,保障高校在国际化办学中的主体地位和创造性;彰显集群效应,探索“一带一路”高校联盟新模式;扩大外部主体参与治理的空间,完善治理体系,提升高等教育国际化治理效能。As an important strategic measure for regional development,integrating the higher education into the“Belt and Road”system is conducive to accelerating its internationalization,thus realizing the quality-oriented development of higher education.Under the“Belt and Road”framework,raising the internalization level can only be achieved through insistence on quality rather quantity,through governmental Top-level Design to assure of correctness and professionalization level,through systemic innovation that guarantees the universities say to mobilize their innovation spirits,through clustering effect of new mode of the“Belt and Road”university strategic alliance,and through outsiders rights in governance to improve the governance system and efficiency in the higher educational internationalization.
