摘  要:“双减”政策评估是反馈政策执行情况和推进政策运行科学化的重要环节。受到政策评价范式演进的影响,注重响应式聚焦和协商共识、关照利益相关群体价值诉求的第四代评价成为“双减”政策评估的因循路径。参照“双减”政策文本的目标设定,教师可视为影响课堂教学、课后作业、课后服务的关键利益相关群体。基于此,本文结合建构主义政策评估逻辑,采用混合研究方法揭示教师在“双减”政策实施之后的表现情况。研究发现,参照与教师群体相关的“双减”政策目标,教师整体表现情况略有参差,教学经验成为影响不同教师群体教学表现的重要因素,课后服务经费尚未完全覆盖且存在分配不均的现象,教师负担的增加亟需关注。最后文章从推进“双减”政策持续优化开展、建构教师教学经验增长支持系统、完善配套经费保障及教师研修机制、探索缓解教师过重负担的治理措施等方面,提出“双减”政策评估的优化对策。The evaluation of the"double reduction"policy is an important link to feed back the implementation of the policy and promote the scientific operation of the policy.Influenced by the evolution of the policy evaluation paradigm,the fourth generation evaluation,which focuses on responsive focus and consensus negotiation and takes care of the value demands of the stakeholder groups,has become the path of"double reduction"policy evaluation.Referring to the goal setting of the"double reduction"policy text,teachers became the key stakeholder groups that affect classroom teaching,after-school homework and afterschool services.Combined with the logic of constructivist policy evaluation,the mixed research method was used to reveal teachers’educational and teaching performance after the implementation of the"double reduction"policy.The study found that the"double reduction"policy objectives related to teachers’teaching have been basically achieved,the overall performance of teachers was slightly uneven,teaching experience was regarded as an important factor affecting the teaching performance of different groups of teachers,after-school service funds had not been fully covered and there is an uneven distribution,and the increase of teachers’burden urgently needs attention.Finally,from the aspects of promoting the continuous optimization of the"double reduction"policy,constructing the support system for teachers’teaching experience growth,improving the supporting funds guarantee and teachers’research and training mechanism,and exploring governance measures to alleviate teachers’overburden,this paper put forward optimization countermeasures for the evaluation of the"double reduction"policy.
