摘  要:课程治理体制决定课程治理的指导思想与原则、组织与方式、权力与责任、路线与机制,是课程改革发展须首先解决的根本性问题。在当代课程治理体制研究中,从统一转向分散,成为课程治理体制改革的最强声音;实现多元权力共享与多元主体共治,成为课程治理体制建构的最大共识。多元权力共享与多元主体共治是当代课程治理体制改革的重要举措,但却需规避因对“分权论”与“共治论”的过度诠释而引发的弱化国家治理权力、地位与作用的误判与误导问题。课程具有鲜明的国家属性、意志与逻辑。课程治理属于国家职能,是国家事权、公权。推进课程治理体系现代化,迫切需要遵循国家逻辑,构建课程治理的国家体制,即国家主导与统筹的多元性、垂直型、一体式课程治理体制。The system of curriculum governance,which determines the guiding ideology and principles of curriculum governance,its organization and mode,its power and responsibility,and its route and mechanism,remains the fundamental problem to be solved first in the curriculum reform and development.In the study of the system of contemporary curriculum governance,the shift from unification to decentralization has become the strongest voice in the reform of the system;multi-power sharing and multi-subject governance have become the"greatest consensus"on the construction of the system.Multi-power sharing and multi-subject governance are important measures for the reform of the system,but we need to avoid misjudgment and misleading(such as the weakening of the power,status and role of national governance)owing to the over-interpretation of the theory of"decentralization"and the theory of"co-governance."The curriculum has a distinctive national attribute,will and logic.Curriculum governance,which belongs to a national function,is a national administrative power and a public power.To promote the modernization of the system of curriculum governance,we need to follow the national logic and build a national system of curriculum governance,that is,a diversified,vertical and integrated curriculum governance system dominated and coordinated by the state.
