摘 要:民族地区教育信息化是国家教育信息化战略的重要组成部分,也是促进民族地区教育高质量发展的重要途径。基于2013-2014年开展的“中国教育追踪调查”(CEPS)中少数民族学生样本数据与之后近十年陆续完善的教育信息化战略部署的分析显示,教育信息化工作对少数民族儿童的学习能力具有提升作用,特别是对处于弱势地位的女童和贫困儿童的学习能力的提升作用更大。并且认知能力是上述作用得以发挥的重要机制。这表明教育信息化工作在开展之初便有效发挥了提升少数民族教育质量和促进教育公平的重要作用。不过,现行的教育信息化实施方案较少根据学科特点对数字资源进行精准开发,教师在教育信息化进程中的定位与功能较为模糊,对引发教育不平等的微观机制的重视程度有待加强。因此,决策部门应创新教育资源分配方式,加大对弱势学科和弱势儿童的资源投入力度,提升教育资源分配的精准性。同时,学校积极探索适应自身情况的政策执行模式,增强教师和学生利用数字教育资源的能力,提高信息技术在教育领域应用的边际效果。The educational informatization in the ethnic minority areas of China is an important part of the national educational informatization strategy and an important way to promote the high-quality educational development in the ethnic minority areas of China.The analysis of the data of ethnic minority student samples from China Education Panel Survey(2013-2014)and the continuously improved strategy of educational informatization in recent ten years reveals that the educational informatization at the school level can improve the learning ability of minority children,especially evident in improving the learning ability of disadvantaged minority children(female children and poor children),while cognitive ability is an important mechanism for well playing the above role.This suggests educational informatization has been effective in improving the quality of education for ethnic minorities and promoting equity in education from the outset.However,the implementation of educational informatization programs is less precise in the development of digital resources according to the disciplinary characteristics,the positioning and functions of teachers in the process of educational informatization are relatively ambiguous,and the micro-mechanisms that trigger educational inequalities should receive more attention.Therefore,decision-making departments should innovate the way of allocating educational resources,increase resource investment in disadvantaged disciplines and children,and improve the accuracy of allocating educational resources.At the same time,the school involved should actively explore policy implementation models that are suitable to its situation,enhance the ability of teachers and students to use digital educational resources,and improve the marginal effects of the application of information technology in the field of education.
