摘　　要：推动独立学院转设是规范高等教育办学的一项重要举措。独立学院与高职院校合并升格为职业技术大学对双方而言是一条“双赢”途径,但在具体的操作过程中,因缺乏配套制度、利益主体分歧大、转设方案粗疏、人才评价机制不完善、宣传不到位等,导致转设过程遇到较大阻力。在调查了解各地转设成功经验的基础上,结合国情以及两类院校特色,要推动独立学院和高职院校的合并转设,一要做好顶层制度设计,二要协调好各方利益,三要建立预判机制和风险防控机制,四要建立人才评价机制的新标准,五要做好职业平等的广泛宣传。Promoting the transformation of independent colleges is an important measure to standardize the running of higher education. The merger of independent colleges and higher vocational colleges and upgrading to vocational and technical universities is a "win-win" approach for both sides. However, in the specific operation process, the lack of corresponding supporting systems, the lack of publicity, the difficulty of coordinating the interests of all relevant subjects, and the lack of perfect conversion plan, especially the lack of a plan for the improvement of the level of teachers after the conversion, all these negative factors lead to great resistance in the process of transformation. On the basis of investigating the successful experience of the transformation in different regions, combining the national conditions and the characteristics of the two types of colleges, it is pointed out that to promote the merger and transformation of independent colleges and higher vocational colleges,firstly, a good system should be designed;secondly, the interests of all parties should be coordinated;thirdly,the pre-judgment mechanism and risk prevention and control should be strengthened;fourthly, a new standard of talent evaluation mechanism should be established, and fifthly, occupational equality should be widely promoted.
