摘  要:为落实“强师计划”,2022年4月教育部决定实施师范教育协同提质计划。该计划旨在以师范院校组团协作、对口支援的方式,支持薄弱师范院校发展,促进师范教育的整体提升。协同提质计划首次围绕师范教育开展大规模成体系的对口支援、首次把地方重点师范大学纳入帮扶体系、首次在对口支援工作中明确提出“共同发展”理念、首次以专业化项目制的方式推进相关工作、首次将对口支援高校和帮扶地方基础教育纳入同一帮扶体系、首次大规模引入社会力量参与帮扶,是一项具有鲜明特色的创新政策,对于推动脱贫地区、边境地区师范人才培养和我国师范教育整体提质增效具有重要的现实意义和时代价值。为了推动这一政策真正落到实处、体现实效,在协同提质计划的实践中,应当进一步提高认识站位、优化体制机制、明确提质目标、彰显共享共建共赢的理念,同时引导广大师范院校始终坚守师范主责主业。In April 2022,the Ministry of Education of China issued the Plan for Collaborative Quality Improvement(PCQI)for normal education to implement the“Plan for Strengthening Normal Education”.PCQI aims to support the development of disadvantageous normal universities and promote the overall improvement of normal education in China by means of group collaboration and partner assistance for these universities.PCQI is the first in history to carry out large-scale and systematic partner assistance in China's normal education,the first in history to include the local top normal universities into the assistance system,the first in history to explicitly put forward the concept of“mutual development”in the partner assistance work,the first in history to promote the related work in the system of the professional projects,the first in history to include the universities involved in partner assistance and the local basic education into the same assistance system,and the first in history to bring social forces to participate in the assistance on a large scale.Therefore,it is undoubtedly an innovative policy with distinctive characteristics,which has great historic and practical significance for the promotion of teacher-training in poverty-eradicated areas and border regions as well as the overall quality and efficiency of China's teacher education.In order to promote the implementation of this policy and ensure its efficacy,further improvement of this plan should be guaranteed with regard to understanding its significance,optimizing its system and mechanism,clarifying the quality improvement goal,highlighting the concept of sharing,co-construction and win-win solution,and guiding all the normal universities to always adhere to their major responsibilities and missions.
