摘 要:质量是高等教育高质量发展的生命线,高等教育评估已成为高等教育质量保障的重要手段。政府、高校、教师、学生、企业与家长作为质量评估的利益相关者,与高等教育质量评估的实施与结果休戚相关,必须要参与评估的全过程。然而,在复杂的评估环境下,高等教育质量评估在实际的情景中正面临着多方评价主体缺位的现实困境。基于此,超越当前的困境,可采取构建高等教育质量评估共同体的策略。高等教育质量评估共同体体现了教育活动利益相关者参与的可能性、营造了民主的评估环境、重构了政府与高校之间的关系、扩大了评估者的身份角色。评估共同体建成后,需要营造良好的文化氛围、扬基于协商的教学质量评价精神、共建民主的教学质量评价权力制衡机制、健全评估共同体质量管理组织、建立权力申诉制度。Quality is the lifeline of high quality development of higher education,while higher education evaluation has become an important means to guarantee it.As stakeholders of quality assessment,government,colleges and universities,teachers,students,enterprises and parents are closely related to the implementation and interpretation of the results of quality assessment of higher education,so they must participate in the whole process of it.However,in the complex assessment environment,the quality assessment is facing the realistic dilemma of the absence of multi-evaluation subject in the actual situation.With this,the current predicament can be got beyond if the strategy of building a community of higher education quality evaluation is adopted.The higher education quality assessment community reflects the possibility of participation of stakeholders in education activities,creates a democratic assessment environment,reconstructs the relationship between the government and universities,and expands the identity and role of assessors.After the establishment of this community,it is necessary to create a good cultural atmosphere,promote the spirit of teaching quality evaluation based on consultation,build a democratic power balance mechanism of teaching quality evaluation,improve the quality management organization of the evaluation community,and establish a power appeal system.
