摘  要:中小学生课业负担过重问题是发展素质教育、建设教育强国的绊脚石。为了有效解决这一问题,我国实施“双减”政策的重大举措。“双减”政策的焦点在于减轻学生的课业负担,它的理想诉求是落实立德树人的根本任务、促进基础教育高质量发展和建设良好教育生态系统。然而,当前“双减”政策在实施过程中却面临教师素养与课后服务“跟不上”、学生课业负担与身心压力“不适应”以及家长应试焦虑与经济负担“未缓解”等现实问题。而破解这一难题的关键就在于要找准针对性的解决措施,即在“提质增效”中强化学校主阵地的作用、在“以人为本”中高度注重学生健康发展、在“数字赋能”中发挥家校协同育人合力,以此助推“双减”政策的贯彻落实。The heavy schoolwork burden of primary and middle school students is an obstacle to the development of quality education and the construction of education power.In order to solve this problem effectively,an important act of“Double-Reduction”policy is carried out in China.The focus of the“Double-Reduction”policy is to reduce the academic burden of students,and its ideal appeal is to implement the fundamental task of cultivating people by virtue,promote the high-quality development of basic education and build a good education ecosystem.However,in the implementation process of the current“Double-Reduction”policy,it is faced with practical problems such as“failure to keep up”with teacher literacy and after-school services,“inadaptation”of students’schoolwork burden and physical and mental pressure,and“un-relief”of parents’exam-taking anxiety and economic burden.The key to solve this problem is to find the targeted solutions,that is,to strengthen the role of the main position in“improving quality and efficiency”,to focus on the healthy development of the students with“people-oriented”policy,and to play the joint force of home-school cooperative education in“digital empowerment”,so as to boost the implementation of the“Double-Reduction”policy.
