摘 要:将优质高中招生名额定额分配到区域内各初中学校的“指标到校”政策,在破解择校问题的同时又被赋予了评价改革与教育均衡的新使命。该政策具有理论与实践的双重逻辑,以及公平性、发展性、复杂性和创新性等基本特征。结合“指标到校”政策演进的历史脉络及政策的逻辑与特征,提出了扩大政策的统筹推进范围至一级行政区划,借助指标到校政策培育乡村振兴人才,完善用于化解指标生适应问题的配套政策,细化指标类型为特殊人才提供通道,兼顾借双重属性重构学生评价的政策目标等优化建议。"Admissions Opportunities Distributed to School"is a new high school enrollment policy created by some regions in accordance with the"Education Law of the People's Republic of China".This policy is to solve the problem of school choice,and now it has been given a new mission to evaluate reforms.The evolution of"Admissions Opportunities Distributed to School"has three logics:theory,history,and practice.It also has four basic characteristics:innovation,fairness,development and complexity.In combination with the relevant policies being implemented in China,the future trends of"Admissions Opportunities Distributed to School"mainly include:expanding the scope of unified implementation to the first-level administrative regions,implementing rural implementation to help rural revitalization,improving the supporting policies for students after entering the school,providing channels for special talents of all levels,and reforming student evaluation with dual attributes.
