摘 要:为促进高职院校内部治理组织制度的进一步完善,通过NVIVO12软件对51份公办高职院校章程文本进行质性研究。章程中列明的高职院校学校层级内部治理主体主要有学校党委、校长、学术组织、民主与监督组织、社会参与组织、咨询审议组织,各治理主体配置相应权力并制定其运行规则。高职院校内部治理呈现“党委领导、校长负责、教授治学、民主监督、社会参与、专家咨询”的基本特征。章程文本反映出高职院校内部治理组织制度存在如下问题:章程高度趋同,缺乏针对院校自身特点的制度设计;章程重要条款缺失,难以保障制度的系统性和有效性;最高学术机构地位不明确,学术权力难以保障;学生民主参与权限模糊,监督权力被忽视;社会利益相关方参与不足,高职特色不突出;咨询审议权未受重视,缺乏科学决策的制度保障。针对以上问题,提出解决策略:突出章程的学校特色,做到共性个性统一;健全学术权力制度设计,保障学术话语权;吸纳多元主体共同参与治理,突出职教校企合作、服务当地的特色;加强咨询审议机构建设,保障学校决策的科学性。In order to promote the further improvement of the organizational system of internal governance in higher vocational colleges,a qualitative study was carried out on 51 charter texts of public higher vocational colleges using NVIVO12 software.The internal governance bodies at the school level of higher vocational colleges listed in the charter mainly include the school party committee,principal,academic organization,democracy and supervision organization,social participation organization,and consultation and deliberation organization,and each governance entity allocates corresponding powers and formulates its operating rules.The internal governance of vocational colleges presents the basic characteristics of"party committee leadership,president responsibility,professor governance,democratic supervision,social participation,and expert consultation".The study found that the following problems exist in the charter:the charter is highly convergent,and there is a lack of institutional design for the characteristics of the colleges;the lack of important clauses in the charter makes it difficult to guarantee the systematization and effectiveness of the institution;the status of the highest academic institution is unclear,and the academic power is difficult to guarantee;the authority of students'democratic participation is ambiguous,and the power of supervision is ignored;the participation of social stakeholders is insufficient,and the characteristics of higher vocational education are not prominent;the right to consultation and deliberation has not been taken seriously,and there is no institutional guarantee for scientific decision-making.In view of the above problems,a solution strategy is proposed:highlight the school characteristics of the charter and achieve the unity of common characteristics;improve the design of the academic power system to ensure the right of academic discourse;attract multiple organizations to participate in governance,highlight the cooperation between vocational schools and enterprises,and serv
