摘 要:作为发达国家,德国长期致力于推进教育公平。新冠肺炎疫情暴发后,德国针对疫情所造成的处境不利学生的教育公平问题,出台了《青少年儿童疫后追赶战略》。该战略深刻剖析疫情对学生造成的生存、健康、学业等方面的影响,确定补偿的对象、目标以及重点行动领域,积极对处境不利群体进行补偿,并通过早期教育、学业追赶、过渡期指导、生命教育、家庭救助、文化服务六大推进路径,修复处境不利儿童与青少年群体的疫后状态。该战略秉承公平与包容价值理念,突破原有资金分配机制,将更多资源汇聚于改善学生的处境,在重塑后疫情时代教育形态的同时,基于处境不利学生的未来又赋予公平与包容价值理念新的含义,“回归”与“重构”成为其核心要义与行动指向。As a developed country,Germany has long been committed to promoting equity in education.In response to the educational equity of disadvantaged students caused by the COVID-19 epidemic,the Postepidemic Catch-up Strategy for Children and Youth was launched,which provides an in-depth analysis of the problems caused by the epidemic to students in terms of survival,health and schooling,and identifies the targets,goals and priority areas of action to compensate this group.The strategy seeks to repair the post-epidemic state of disadvantaged children and adolescents through six major pathways:early education,academic catch-up,transition guidance,life education,family support and cultural services.The strategy adheres to the values of equity and inclusion,breaks through the original funding allocation mechanism and brings more resources together to improve the situation of students,reshaping education in the post-epidemic era while giving a new meaning to the future of disadvantaged students.The strategy is based on a new meaning of the future of disadvantaged students.The"return"'and"reconstruction"have become its core meaning and action point.
