利己抑或利他:美国对外职业教育援助行动逻辑与实践特征

摘  要:职业教育援助作为教育援助的重要组成部分,是美国开展对外援助的具体行动之一。为了更好地输出美国价值观,拓展海外贸易市场,以及履行“大国”国际责任,美国积极向发展中国家提供职业教育援助,目的是服务于美国国家发展战略、维护经济利益以及实现可持续发展目标。美国在政府、院校和社会层面开展对外职业教育援助实践,形成政府以双边援助与多边援助为主,院校提供多种形式的援助服务,非政府组织与政府组织互为补充的实践样态。美国对外职业教育援助实践呈现援助流程规范、多元主体协同合作、督导评估机制完善的特征。美国对外职业教育援助虽标榜着帮助受援国开发人力资源、促进就业、实现减贫目标的国际道义,但无法掩盖其服务自身发展战略、维护经济利益、输出文化价值观、提高全球治理能力和扩大国际影响力的本质。Vocational education assistance,as an important component of education assistance,is a specific action of the United States to carry out foreign aid.To better export American values,expand overseas trade markets,and fulfll the international responsibilities of"great power",and serve its national development strategy,safeguard economic interests,and achieve the sustainable development goals,the United States actively provides vocational education assistance to developing countries.The United States has adopted a"three-pronged"approach to foreign vocational education assistance at the government,college and social levels,forming a model in which the government provides bilateral and multilateral assistance,colleges provide various forms of assistance services,and social NGOs and government organisations complement each other.The practice of the United States foreign vocational education assistance presents the characteristics of standardized assistance process,collaborative cooperation among multiple actors,and consummating supervision and evaluation mechanism.Although U.S.foreign vocational education aid boasts the international morality of helping recipient countries develop human resources,promote employment and achieve poverty alleviation goals,it cannot conceal its essence of serving its own development strategy,safeguarding economic interests,exporting cultural values,improving global governance capacity and expanding its international influence.
