摘 要:教育信息化被视为促进教育优质均衡发展的重要手段,然而学界仍缺乏多元国际经验研究的成果。本研究基于教育公平视角,经过对国内外文献的分析,在对教育信息化与基础教育公平进行学理探讨的基础上,考察俄罗斯基础教育信息化的建设举措和进展,发现存在基础设施覆盖失衡、数字资源应用效率和体验差异、资本介入风险等问题。基于对俄罗斯基础教育信息化实践的反思,研究认为信息化资源具有外部环境依附性,俄罗斯基础教育正面临新、旧数字鸿沟的双重考验。为避免信息化沦为表面上的“狂欢”,需在坚持社会正义基本立场的前提下,完善教育系统性变革的制度设计、优化资源结构、加强弱势群体数字能力建设和数字文化引导,建立更加包容的线上和线下教育环境。Education informatization is regarded as an important means to promote the highquality and balanced development of education.But,at present,the academic discussion and practice research on related issues are still insufficient.Based on the perspective of educational equity,the research collects and analyzes domestic and foreign literature.Based on the theoretical discussion on the relationship between education informatization and equity in basic education,this paper examines the measures and progress of basic education informatization construction in Russia and finds that there are such problems as unbalanced infrastructure coverage,low application efficiency of digital resources and differences in application experience,and capital intervention risks.Based on the reflections on the informatization practice of basic education in Russia,the research claims that informatization resources are dependent on the external environment;Russian basic education is facing tests of the new and old digital divide;to avoid informatization becoming a superficial"carnival",it is necessary,with social justice as the premise,to improve the system design of education system reform,optimize the resource structure,strengthen the digital capacity building and digital cultural guidance of disadvantaged groups,and establish a more inclusive educational environment both in the physical world and in the virtual world.
