摘　　要：本文梳理了1+X证书制度试点工作在制度支撑、证书供给、证书质量、社会认可等方面取得的进展与成效,分析了试点工作在书证融通人才培养方案编制,“种子”培训队伍建设,证书管理、资源建设、考证颁证、考点建设等方面存在的问题与困惑。从加大省级统筹协调指导力度,提升职业院校的证书落地落实能力,用好市场机制和退出机制等三个方面探讨了解决问题的对策与办法,以期推进1+X证书制度在更高质量、更广范围落地生根。This paper reviews the progress and effectiveness of the pilot work of 1+X certificate system in the aspects of system support,certificate supply,certificate quality and social recognition,and analyzes the problems and puzzles in the pilot work in the preparation of talent training program for integrating documents and certificates,the construction of“seed”training team,certificate management,resource construction,textual research and certification,examination site construction and other aspects.In order to promote the certificate system to take root in a higher quality and a wider range,the paper discusses the countermeasures and measures to solve the problem from three aspects:strengthening the provincial coordination and guidance,improving the certificate implementation ability of vocational colleges,making good use of market mechanism and withdrawal mechanism.
