摘 要:新加坡基础教育质量处于国际领先地位,其出色的教育成效与高标准、全方位的教育督导评估制度密不可分。新加坡中小学督导评估经历孕育、初创和成熟三个历史演变时期,发展出三大基本组成要件,即外部监督采用校群督导制度,内部评估环节采用卓越学校制度以及综合排序遵循增值排名制度,呈现出宏观层面“引导而非领导”、中观层面“权责明确,自主管理”以及微观层面“动态监督,循证反馈”三大突出特征。同时,新加坡也面临着评估目标功利化、评估对象负担重以及评估结果加深教育资源鸿沟等现实挑战。The quality of basic education in Singapore has been among the highest in the world,whose outstanding educational outcomes are inextricably linked to a high standard and comprehensive education monitoring and evaluation system.The supervision and evaluation of primary and secondary schools in Singapore has experienced three historical evolution periods:Pregnancy,start-up and maturity.It has developed three basic components,the“School Cluster Supervision System”for external monitoring,the“School Excellence System”for internal assessment and the“Value Added Ranking System”for comprehensive ranking,implying the macro level of“guidance rather than leadership”,the meso level of“clear authority and responsibility,autonomous management”and the micro level of“dynamic monitoring and evidence-based feedback”.At present,Singapore is faced with challenges such as the utilitarianisation of assessment objectives,the heavy burden of assessment targets and the deepening of the divide in educational resources as a result of assessment results.
