摘  要:基础教育阶段是整个教育事业发展的基石,受到政府的密切关注,作为诊断衡量基础教育发展水平的基础教育质量监测应运而生。本文在参鉴其他文献的基础上,通过调研贵州省各级基础教育质量监测机构,梳理了贵州省基础教育质量监测运行机制的三大系统,即主体系统、实施系统和保障系统,归纳分析监测工作运行实践中出现的问题以及面临的困难,在参考其他省市地区先进经验的基础上,提出完善多级监测机工作体系,建立规范化、标准化监测工作流程,构建省级基础教育质量监测指标体系和构建条件保障机制的建议。The basic education stage is the cornerstone of the development of the entire education cause,which has been closely followed by governments,thus building the quality monitoring of basic education which measures the development level of basic education.On the basis of referring to other literatures,this paper divides the basic education quality monitoring operation mechanism into three major systems:The subject and object system,the implementation system and the guarantee system by investigating the basic education quality monitoring institutions at all levels in Guizhou Province.It summarizes the problems and difficulties encountered in practice by analyzing the monitoring work operation.Based on the advanced experience of other regions,it proposes to establish the multi-level working system,the standardized work process,the provincial-level index of basic education quality and the guarantee mechanism.
