摘 要:运用历史制度主义的分析范式,从历史观和结构观2个维度分析我国教师教育政策演进的历史逻辑与结构逻辑,旨在探寻我国教师教育政策的发展规律,促进我国教师教育政策的进一步完善。我国教师教育政策演进大致经历了3个阶段,即建立“三级师范教育”体系的“扩容期”、形成开放多元教师教育体系的“强化期”、促进教师教育高质量发展的“纵深期”。我国教师教育政策演进呈现出“以教师为本”立体化发展的结构特征,主要表现在3个方面:政策目标由教师数量满足转向教师质量提升,旨在促进教师队伍高质量发展;政策对象由全体教师转向偏远地区教师,旨在促进教师队伍均衡发展;政策落脚点由教师教育实践转向教师教育学科建设,旨在促进教师队伍全面发展,造就高素质、专业化、创新型教师队伍。我国教师教育政策还需要进一步调整和完善,注重完善教师培养体系,提升教师队伍质量;加强教师定向培养,优化资源配置,促进教育公平;完善教师教育课程体系,促进教师教育学科建设。Using the analytical paradigm of historical institutionalism,this paper analyzes the historical and structural logic of the evolution of teacher education policies in China from two dimensions:historical and structural perspectives.The aim is to explore the development laws of teacher education policies in China and promote further improvement of teacher education policies in China.The evolution of teacher education policies in China has roughly gone through three stages,namely the“expansion period”of establishing a“three-level teacher education”system,the“strengthening period”of forming an open and diversified teacher education system,and the“depth period”of promoting high-quality development of teacher education.The evolution of teacher education policies in China has shown a structural feature of“teacher centered”three-dimensional development,mainly manifested in three aspects:the policy goal has shifted from meeting the number of teachers to improving the quality of teachers,aiming to promote high-quality development of the teaching staff;The policy target has shifted from all teachers to teachers in remote areas,aiming to promote balanced development of the teaching staff;The policy focus has shifted from teacher education practice to the construction of teacher education disciplines,aiming to promote the comprehensive development of the teacher team and cultivate a high-quality,professional,and innovative teacher team.Our country's teacher education policies still need to be further adjusted and improved,including focusing on improving the teacher training system and enhancing the quality of the teaching staff,strengthening targeted teacher training,optimizing resource allocation,and promoting educational equity,improving the curriculum system of teacher education and promoting the construction of teacher education disciplines.
