职业教育高质量发展的三重维度与推进路径——基于我国省级政府“十四五”规划的分析

摘　　要：推动职业教育从规模体系建设进入高质量发展阶段是各省级政府经济社会发展规划中的重要内容。我国31个省级政府的“十四五”规划中关于职业教育的规划体现了职业教育高质量发展的三重维度:在宏观社会发展层面,与社会系统有机契合,助力社会发展充分均衡,同时注重个人发展;在职业教育系统层面,实现职业教育体系畅通,即上下贯通、左右融通,规模稳定与布局结构合理;在职业院校层面,提升职业院校自适应能力,重视专业建设、师资建设与制度建设,形成院校竞争力。推进职业教育高质量发展应在满足社会与个人的双重需求、构建高质量职业教育体系、提升院校竞争力等方面着手。Promoting vocational education from the construction of a scale system to the stage of high-quality development is an important element in the economic and social planning of provincial governments.The plans for vocational education in the 14th Five-year Plan of 31 provincial governments in China reflect the three dimensions of high-quality development of vocational education:at the level of macro social development,vocational education is organically compatible with the social system,helping the social development to be fully balanced,while focusing on personal development;at the level of the vocational education system,it means that the vocational education system is smoothly connected,and vocational education has a stable scale and reasonable layout structure;at the level of vocational colleges,it means that it is necessary to enhance the self-adaptive ability of vocational colleges,attach importance to professional construction,teacher training and system construction,and form the competitiveness of colleges.To promote the development of high-quality vocational education,we should meet the dual needs of society and individuals,build a high-quality vocational education system,and enhance the competitiveness of colleges.
