公共服务视野下学前教育的发展问题与对策探析

摘  要:近十年,我国学前教育在党和国家方针政策指导下得到迅速发展。但地区之间、城乡之间、校际之间发展不充分、不均衡问题仍然存在。从社会公共服务的研究视角看,需要通过学前教育立法,明确财政供给主体并完善监督激励机制,来解决学前教育作为准公共产品的供给主体模糊、监督制度缺位等根本问题,从而逐步实现新时代学前教育充分均衡发展。In the past decade,preschool education in China has developed rapidly under the guidance of the Communist Party of China and Chinese guidelines and policies.However,the problem of inadequate and uneven development between regions,urban and rural areas,and between schools still exists.From the perspective of social public service research,it is required to solve the fundamental problems of preschool education as a quasi-public good,such as the ambiguity of the main supply body and the lack of a monitoring system,by legislating on preschool education,clarifying the financial supply body and improving the supervision and incentive mechanism,so as to gradually achieve the full and balanced development of preschool education in the new era.
