摘 要:职业教育高质量发展关乎国计民生,是职业教育利益共同体一致的期盼和诉求。从多源流理论视角出发,以职业教育高质量发展内涵为基础,对职业教育高质量发展如何引起政府关注,如何进入决策议程等问题进行分析。发现职业教育社会认可度普遍偏低、人才供需不平衡以及现代职业教育体系发展不完善构成职业教育高质量发展的问题源流;政府的主动选择,人大代表的郑重呼吁、地方院校的积极实践构成了政策源流;党和国家的高度重视以及人民群众的殷切期盼构成了政治源流。三条源流相互耦合,为职业教育高质量发展开启了政策之窗。The high-quality development of vocational education is a matter of national economy and people's livelihood,and it is the unanimous expectation and demand of the community of interests in vocational education.From the perspective of multi-stream theory,based on the connotation of high-quality vocational education development,we analyze how high-quality vocational education development attracts the attention of the government and enters the decision-making agenda.We find that the low social recognition of vocational education,the imbalance in the supply of and demand for talents as well as the imperfection of the development of the modern vocational education system constitute the source of the problem of the high-quality development of vocational education.The government's active choice,the NPC deputies'serious appeal,and the local institutions'active practice constitute the policy source stream;the Party and the State's high attention and the people's earnest expectation constitute the political source stream.The three source streams are coupled with each other,opening the“policy window”for the high-quality development of vocational education.
