摘 要:函授站既是函授教育不可或缺的组成部分,也是校外教学点的一种重要形式。研究函授站政策的演进历程、逻辑及启示,对促进高等学历继续教育高质量发展、校外教学点规范发展有重要意义。通过深入分析70年来的政策文本发现,函授站政策可分为探索起步、建立规范、深化管理与转型发展等四个阶段,展现出由规范到权变、由功能到效能、由效率到价值的管理逻辑,启示高等学历继续教育要统筹兼顾效率与公平、有机协调活力与秩序,才能持续健康发展。Correspondence education tutorial station is an indispensable part of correspondence education and an important form of off-campus teaching.It is of great significance to study the evolution,logic and enlightenment of correspondence education tutorial station policy for promoting the high-quality development of tertiary continuing education and the standardized development of off-campus teaching points.Through in-depth analysis of the policy texts in the past 70 years,it is found that correspondence education tutorial station policy can be divided into four stages:exploration,establishment of norms,deepening management and transformation development,showing the management logic from norms to contingency,from function to efficiency,and from efficiency to value.It is suggested that efficiency and fairness,organically coordinate vitality and order should be taken into account in tertiary continuing education,in order to develop sustainably and healthily.
