摘  要:基于一般系统结构理论分析发现,作为整体教育系统的三个子系统,高等教育、职业教育与继续教育分别存在单向资源互依关系、双向管理控制关系、经费与生源竞争关系、办学质量破坏关系、院校间吞噬关系。完善“三教”统筹协调发展的机制,需要从优化关系角度入手。通过完善相关法律、明确管理权限、转变投入机制、优化质量评价和加强政策引导等途径,转变“三教”之间的依存关系形式,优化职业教育与高等教育之间的双向控制关系,降低职业教育与高等教育的竞争关系,规避职教、继教生源对高等教育的“破坏关系”,避免产生普通高校对职业院校的吞噬关系。Higher education,vocational education,and continuing education are three subsystems of the entire education system.Based on the analysis of the general system structure theory,it finds that they exist unidirectional resource interdependence,bidirectional management control,competition for funds and students,destruction of teaching quality,and encroachment between colleges and universities.Improving the mechanism of coordinated development of the three education systems requires starting from the perspective of optimizing relationships.In practice,it needs to improve relevant laws,clarify management authority,transform investment mechanisms,optimize quality evaluation,and strengthen policy guidance.Only by doing these,the dependence relationship between the three education systems can be transformed,the bidirectional control relationship between vocational education and higher education can be optimized,the competition relationship between vocational education and higher education can be reduced,the destructive relationship of vocational and continuing education students to higher education can be avoided,and the encroachment relationship between regular colleges and vocational colleges can be avoided.
