摘　　要：系统观念是辩证唯物主义的重要认识论和方法论,是基本且重要的思想和工作方法。新时代高水平开放大学建设必须坚持系统观念,以全局、整体和普遍联系的眼光认识和把握开放大学发展的基本问题,牢牢把握好全局和局部、当前和长远、宏观和微观、主要矛盾和次要矛盾、特殊和一般的关系,以系统观念统筹谋划和推动各个领域、各个层次、各个方面的工作,推动开放大学高质量发展走在前列。The systemic concept is an important epistemology and methodology of dialectical materialism,as well as a basic and important thought and working method.To build a high-level Open University in the new era,we must adhere to the systematic concept,understand and grasp the basic issues of the development of the Open University from a global,holistic and universal perspective,and firmly grasp the relationships between the overall and the local,current and long-term,macro and micro,primary and secondary contradictions,and special and general relations;we should plan and promote the work in all fields,at all levels and in all aspects with a systemic concept,and promote the high-quality development of the Open University to take the lead.
