摘 要:提高教师效能,吸引和留用高质量教师的最佳途径之一是设立科学的绩效激励制度。美国教师激励基金项目通过教师绩效与学生学业表现直接挂钩、竞争性的项目申请要求、确定绩效改革实践标准、赋予基层学校改革灵活性、设立项目运行评估指标、向贫困学校及高需求学科领域倾斜等举措,较好达到了改革预期。基于案例考察,建议进一步提高政策精准性,拓宽经费来源渠道,完善教师绩效评估体系,开辟教师专业发展渠道,完善薪酬结构,加大监督力度。One of the best ways to improve teachers'efficiency,attract and retain high-quality teachers is to es-tablish a scientific salary incentive system.The American teacher incentive fund project has well met the reform ex-pectations through such measures as the direct link between teachers'performance and students'academic per-formance,the competitive project application requirements,the determination of the practice standards for the re-form of the performance-based salary system,the granting of flexibility to grass-roots schools in reform,the es-tablishment of project operation evaluation indicators to monitor the effectiveness of the project implementation,and the emphasis on poor schools and high demand disciplines.Based on the case study,it is suggested that our prov-ince should further improve the specific clarity of policies,broaden the source of funds,improve the teacher perform-ance evaluation system,open up the channels of teachers'professional development,improve the salary structure and strengthen supervision in the process of improving the performance incentive system for primary and secondary school teachers.
