摘　　要：基于历史制度主义理论分析框架,通过全面收集与分析2004年以来我国有关“学分银行”制度的政策文件,发现我国学分银行政策变迁经历了启动发展、稳步推进和战略提升三个阶段。受一系列因素的影响,从宏观看,我国学分银行政策在变迁中受协同效应、高昂的变革成本和政策的高密集性发布等影响,存在着自我强化的路径依赖;从微观看,我国学分银行在路径依赖中还发生着政策微调、政策置换和政策转换三种渐进式变迁类型。展望未来,从历史制度主义视角出发,学分银行制度的未来建设可以新时期学习型大国的建设为目标,以标准建设和实践试点为手段,从整体上实现学分银行政策的高质量发展。Based on the theoretical analysis framework of historical institutionalism,this paper comprehensively collects and analyzes the policy documents related to the credit bank system in China since 2004,and finds that the policy changes of the credit bank in China have experienced three stages:starting development,steadily advancing and strategic upgrading.Under the influence of a series of factors,from a macro perspective,there is a self-reinforcing path dependence in the policy change of the credit bank in China,which is influenced by synergistic effect,high cost of change and high density of policies.From the micro point of view,there are three kinds of gradual changes in the path dependence of the credit bank in China:policy fine-tuning,policy replacement and policy transformation.Looking forward to the future,from the perspective of historical institutionalism,the future construction of the credit bank system can be aimed at the construction of a learning country in the new era,and by means of standard construction and practice pilot,the high-quality development of credit bank policies can be realized as a whole.
