摘 要:“硕师计划”旨在为欠发达地区输送师资,实现教育均衡发展。通过文本分析发现“硕师计划”与其他“补弱”政策未形成有效互补,同时“补弱”性对师范生的吸引力有限。因此,补弱型“硕师计划”如何以留住人才为旨归、实现其价值承载值得审思。基于与“卓师计划”的政策比较发现,体现价值理性的“增强”政策更能够提升师范生职业素养,满足其对于教师职业的预期,体现学生的主体性与政策社会价值的公正性。实施“硕师计划”需要考虑其价值定位,形成强弱联动、以强促弱的政策组合。"Master Teacher Plan"aims to transport teachers for less-developed regions and realize the balanced development of education.However,through text analysis,it is found that"Master Teacher Plan"and other"weak-supplementing"policies have not effectively complemented each other,and the attraction of"weak-supplementing"to normal students is limited.Therefore,it is worth considering how to retain talents and realize the rational reset of value in the weak"Master Teacher Plan".Based on the comparison with the policy of"Outstanding Teacher Plan",it is found that the strengthening policy that embodies value rationality can better meet students'expectations for teachers'career,and reflect students'subjectivity and the fairness of policy social value.Therefore,it is suggested that the"Master Teacher Plan"should consider resetting the value rationality in terms of value orientation,and form a policy combination of strong and weak linkage and promoting the weak with the strong.
