摘　　要：高职院校二级学院党建工作是高校党的建设重要组成部分,全面提升二级学院党建工作质量关键在于构建适应新时代全面从严治党要求和促进内部治理能力提升的基层党建质量自我保证体系。借鉴TQM理论,聚焦基层组织质量管理体系要素,以决策指挥、质量生成、监督控制、评价改进等作为纵向系统,以二级学院党委、党支部、教师、学生等作为横向质量主体,构建“四纵四横”基层党建质量保证体系,运用质量管理PDCA循环,完善党建工作运行机制,为高职院校二级学院党建工作质量提升提供探索路径。The party building work of secondary colleges in vocational colleges is an important component of party building in universities.The key to comprehensively improving the quality of party building work in secondary colleges lies in building a grassroots party building quality self-assurance system that adapts to the requirements of strict party governance in the new era and promotes the improvement of internal governance capabilities.Drawing on the TQM theory,focusing on the elements of the quality management system of grassroots organizations,with decision-making and command,quality generation,supervision and control,evaluation and improvement as vertical systems,and secondary college party committees,party branches,teachers,students,etc.as horizontal quality subjects,we will construct a Four Vertical and Four Horizontal basic party building quality assurance system,use the PDCA cycle of quality management,and improve the operational mechanism of party building work,provide an exploration path for improving the quality of party building work in secondary colleges of vocational colleges.
