基于Dea-Malmquist模型的西部地区城乡义务教育资源配置效率实证分析

摘　　要：定量评价西部地区城乡义务教育资源配置效率对实现城乡义务教育优质均衡发展具有重要的现实意义。本研究基于DEA-BCC模型和Malmquist指数,对西部地区12个省(市、自治区)2017-2021年城乡义务教育资源配置效率进行静态描述和动态测算分析。研究结果表明:西部地区12个省(市、自治区)城乡义务资源配置效率整体有所提高,但省际间、城乡间存在差距,且乡村地区的义务教育资源配置效率低于城市;西部地区12个省(市、自治区)城乡义务教育资源配置的全要素生产率整体呈下降趋势,纯技术效率和规模效率对全要素生产率的影响较大。因此,本研究基于研究结论提出了提高西部地区城乡义务教育配置效率的政策建议:一是统筹规划,保障西部城乡义务教育资源的均衡配置;二是科学预算,确保西部城乡义务教育资源投入的合理性;三是完善机制,提高西部城乡义务教育资源配置效率。Quantitative evaluation of the allocation efficiency of urban and rural compulsory education resources in western China is of great practical significance to realize the high-quality and balanced development of urban and rural compulsory education.Based on the DEA-BCC model and Malmquist index,this study analyzed the static description and dynamic calculation of the allocation efficiency of urban and rural compulsory education resources in 2017-2021 in 12 provinces(cities and autonomous regions).The results show that the efficiency of compulsory resources in 12 provinces(municipalities and autonomous regions)in western China is improved,but the gap between provinces and urban and rural areas is lower than that of cities;the total factor productivity of urban and rural compulsory education resources in 12 provinces(municipalities and autonomous regions)is declining,which is greatly influenced by the pure technical efficiency and scale efficiency.Therefore,the research puts forward policy suggestions to improve the allocation efficiency of urban and rural compulsory education in the western region firstly,overall planning to ensure the balanced allocation of urban and rural compulsory education resources in the west;secondly,the scientific budget to ensure the rationality of urban and rural compulsory education resources in the western region;thirdly,perfect the mechanism to improve the allocation efficiency of urban and rural compulsory education resources in the western region.
