摘  要:职业技术教育与培训在全球教育系统和劳动力市场的复苏与转型中发挥着关键作用。2022年10月,联合国教科文组织发布《职业技术教育与培训战略(2022-2029年)》,提出了未来8年全球职业技术教育与培训的整体发展方向和关键发展目标,即使所有青年和成年人掌握就业、体面工作、创业和终身学习所需的技能,并促进整个2030年可持续发展议程的实施。该战略提出优先培养三个方面的技能,包括培养所有人学习、工作和生活技能,培养促进包容性和可持续经济发展的技能,培养建设包容与和平社会的技能,以释放青年和成人的潜力,适应不断变化的劳动力市场、经济和社会的需求。该战略文件是联合国教科文组织在职业技术教育与培训领域一贯文件的延续与更新,未来职业技术教育与培训在横向上将更加延展,依据社会发展和经济局势不断调整变化,在纵向上将更加深入,结合评估经验和教育转型大趋势聚焦技能发展。TVET plays a key role in the recovery and transformation of education systems and labor markets around the world.In October 2022,UNESCO issued the Transforming TVET for Successful and Just Transitions of UNESCO Strategy for TVET(2022-2029),which proposed the overall direction and key development goals for global TVET over the next eight years,so that all youth and adults acquire the skills needed for employment,decent work,entrepreneurship and lifelong learning,and contribute to the implementation of the 2030 Agenda for Sustainable Development.The strategy prioritizes skills development in three areas,including skills for all individuals to learn,work and live,skills for inclusive and sustainable economies and skills for inclusive and peaceful societies to unlock the potential of youth and adults to adapt to changing labour market,economic and social needs.The strategy document is a continuation and update of UNESCO's consistent document in the field of TVET,which will be more extended horizontally in the future,constantly adjusted and changed according to social development and economic situation,and more in-depth vertically,focusing on skills development in combination with assessment experience and general trends in educational transformation.
