摘  要:职称评审制度是评价教师的“指挥棒”,探讨我国开放大学教师职称评审有助于促进开放大学教师的发展。运用Nvivo12软件从自主评审、评审标准、评审机制和评审结果四个维度,对14所开放大学教师职称评审政策文本进行分析发现,当前开放大学职称评审存在一些问题:评审资格条件沿袭以往,新型高校特色彰显不足;师德考评缺乏可操作性,重科研轻教学现象突出;同行专家评议机制不完善,特殊人才绿色渠道不通畅;评聘尚未有机结合,评审结果未尽其用。提出改进建议:分类评价,探索构建具有开放大学特色的职称政策;明晰标准,全面设计符合开放大学教师实际的评价指标;保持公正,健全多样化的代表性成果同行评价机制;评聘结合,推动实现评审结果与用人制度的有效衔接。The professional title evaluation system is the"baton"for evaluating teachers,which is related to the direction of teachers'development.Using Nvivo12 software to analyze the policy text of teacher title evaluation in 14 Open Universities from the four dimensions of independent evaluation,evaluation criteria,evaluation mechanism and evaluation results,it is found that the current professional title evaluation of Open Universities has the following problems:(1)the evaluation qualification conditions follow the past,and the characteristics of new universities are insufficient,(2)the evaluation of teachers'ethics is lack of operability,and the phenomenon of emphasizing scientific research over teaching is prominent,(3)the peer expert evaluation mechanism is not perfect,and the green channel for special talents is blocked,(4)the evaluation and employment have not been organically combined,and the evaluation results have not been fully used.Then it puts forward the following suggestions:(1)classifying evaluation,exploring and constructing professional title policy with open university characteristics,(2)clarifying the criteria and comprehensively designing the evaluation indicators that are in line with the actual situation of teachers in the Open University,(3)maintaining fairness and improving the diversified peer evaluation mechanism of representative achievements,(4)combining evaluation and employment to promote the effective connection between the evaluation results and the employment system.
