意愿驱动还是能力驱动:回应性政府建设的民众路向——基于六个省份的实证调查

摘　　要：回应性政府的建设依赖于民众向政府表达的意愿和能力。本文基于2022年在河南、安徽等地的问卷调查,分析民众政治参与的意愿和能力对政府回应效果的影响。研究发现,政府回应能减少民众的非制度化政治参与行为,政治参与意愿在政府回应和非制度化政治参与行为中起负向调节效应,主观政治参与能力在二者关系中的调节效应不显著,客观政治参与能力在二者关系中的调节效应存在一定的结果。对于政治参与意愿较强的民众,政府回应效果也较好;但对于政治参与能力不同的民众,政府的回应效果存在多维差异。因此,在推进国家治理体系和治理能力现代化进程中,要不断探寻政府与民众的多元互动策略和模式,建构良好、透明与包容的政治参与环境和政治生态。The construction of a responsive government relies on the willingness and ability of the public to express themselves to the government.This article is based on a questionnaire survey conducted in Henan,Anhui,and other regions in 2022,to analyze the impact of public political participation willingness and ability on the effectiveness of government response.Research has found that government response can reduce the non institutionalized political participation behavior of the public,and political participation willingness plays a negative moderating effect in both government response and non institutionalized political participation behavior.The moderating effect of subjective political participation ability in the relationship between the two is not significant,while the moderating effect of objective political participation ability in the relationship between the two has multidimensional results.For people with strong willingness to participate in politics,the government's response effect is also good;But for people with different political participation abilities,there are multidimensional differences in the government's response effectiveness.Therefore,in the process of promoting the modernization of the national governance system and governance capacity,it is necessary to continuously explore diversified interactive strategies and models between the government and the public,and effectively construct a good,transparent,and inclusive political participation environment and political ecology.
