摘 要:英国是较早建立教育督导制度的国家,其教育标准局分别于1996年、2005年、2008年、2012年、2020年发布《职前教师教育督导框架和手册》,这一纲领性文件厘定了督导工作的程序、内容与方法。通过梳理历年框架的演变历程,发现历年框架改革既有各自的突破和标志性变化,也有“以持续改进”为目标、“以资源最优”为原则、“以平等合作”为基础等一以贯之的特征。结合历年框架演变过程、特征以及英国教师教育改革宏观趋势,认为英国职前教师教育督导有如下发展趋势:过程管理,聚焦职前教师教育课程;专业导向,突出学科学段特色;放管结合,激发伙伴关系学校管理主动性。The United Kingdom has taken the lead in establishing its education inspection system.Ofsted,an independent and professional external evaluation agency,has issued Initial Teacher Education Inspection Frameworks and Handbooks in 1996,2005,2008,2012 and 2020 respectively.The programmatic document defines the procedures,contents and methods of education inspection.Through sorting out the evolution of the frameworks over the years,it is found that each framework has its own breakthroughs and landmark changes,and also has the features of"continuous improvement"as the goal,"optimal resources"as the principle,and"equal cooperation"as the basis.Based on the evolution and characteristics of the frameworks over the years and the macro trend of teacher′s education reform in the United Kingdom,it is predicted that the development trend of ITE inspection as follows:focusing on ITE curriculum to push forward process management;highlighting the characteristics of subjects and grades to promote teacher′s professional abilities;and strengthening management while giving rights to schools to stimulate their initiative in playing an active role in partnership.
