北京老年开放大学办学模式优化策略研究

摘　　要：北京是全国最早进入老龄化社会的地区之一,且老龄化程度高,老年开放大学在应对积极老龄化社会方面具有不可替代作用。探索老年开放大学办学模式优化策略是创新老年教育高质量发展的重要路径,北京老年开放大学现有办学模式关键问题体现为政策制度不健全、办学系统合力不强;体制机制不顺畅、办学层次低规模小;教学体系不健全、办学质量有待提升。针对上述关键问题,建议通过建立健全政策制度,促进办学体系合力;理顺体制机制,提升办学层次规模;建立健全教育教学体系,提升办学质量。With its high degree of aging,Beijing is one of the earliest regions in China to enter an aging society.The Open University for the Elderly plays an indispensable role in dealing with an actively aging society.Exploring the optimization strategy of the Open University for the Elderly’s school-running mode is an important path for the innovation of the high-quality educational development,and the key issues of the existing school-running mode of this university are reflected in the unsound policy system,weak synergy in the school-running system,inefficient institutional mechanisms and low level and small scale of the school-running,incomplete teaching system and low quality of school-running.To address the above key issues,it is proposed to promote the synergy of the school-running system by establishing of a sound policy system,to enhance the level and scale of school-running by rationalizing the institutional mechanism,and to improve the quality of school-running by establishing a solid education and teaching system.
