摘  要:发展数字教育是欧盟在数字化时代的既定策略之一,而自2019年末起席卷全球的新冠肺炎疫情给欧盟发展数字教育带来了诸多挑战。为推动数字教育转型、发展全纳与高质量的数字教育,欧盟构建了从个体、学校层面到国家、欧盟层面的行动体系,确立了数字教育转型指导原则。构建高效数字教育生态系统、提升数字素养与技能是欧盟确定的两个优先行动领域,其中的行动策略包括:为基础教育阶段的网络及远程教育提供更多的指导建议;制定欧洲数字教育内容框架,整合并开发教学平台,共享网络资源;出台通用指导方针,提升学生数字素养,打击虚假信息;开发欧洲通用的数字素养与技能证书;培育学生的多维度数字素养,并按比例增加培训机会,鼓励女性参与STEM教育等。未来,欧盟需要重视以创新的方式解决学生身心健康受损、虚假消息泛滥等教育数字化转型过程中的固有难题和新挑战,构筑更加可持续、开放、个性化、智慧化的数字教育生态系统。Developing digital education is one of the established strategies of the EU in the digital age.The COVID-19 having swept across the world since the end of 2019 has brought many challenges to the development of digital education for the EU.In order to reform digital education inclusively and effectively,the EU has constructed a digital education action system consisting of individuals,schools,relevant national organizations and the EU,and also formulated action principles.In addition,the EU has established two priority areas,i.e.,building an efficient digital education ecosystem and improving students' digital literacy and skills,which include several actions as follow:providing more guidance and suggestions for online and long-distance education in the elementary education stage;developing a European digital education framework,evaluating feasibility of a European information platform,integrating existing platforms,and sharing online resources;formulating general guidelines,improving students' digital competence through education and training,dealing with fake news;initiating qualification certificates widely recognized by governments,employers and other stakeholders throughout Europe;cultivating students' multi-dimensional digital literacy,and increasing training opportunities proportionally to promote women's participation in STEM education.In the future,the EU is suggested to attach importance to solving challenges such as maintain physical and mental health of the students during their accepting digital education,widespread fake news,and to build a more sustainable,open,personalized and intelligent digital education ecosystem.
