摘 要:教育质量是教育的生命,是教育本质规定性的纯正度充实度、教育价值满意度、教育内在价值与外在价值的统一和转化促进。教育公平是教育平等与教育效率的统一和促进,既有机会、过程和结果公平,也有区域、城乡和学校间的公平;既是教育正义的重要内容,也需通过推进教育正义来实现。高质量教育公平,是在受教育权平等基础上接受高质量教育、教育资源高质量均衡与高质量教育成效相促进、东中西部及城乡教育优质均衡发展相互促进、教育内在价值与外在价值相互转化促进的教育公平。推进高质量教育公平,就是不断努力提升教育本质规定性的纯正度充实度、教育价值的满意度、教育内在价值与外在价值的统一和转化促进的质量水平,不断努力提升教育机会、过程、结果公平和区域、城乡、学校间的公平及其相互促进的质量水平。As the life of education,educational quality indicates the unification of the purity of education's essential prescriptiveness,the satisfaction with educational value,and the intrinsic and extrinsic value of education,and their mutual transformation and promotion.Educational equity,which implies the unification and promotion of educational equality and educational efficiency,contains not only equity in opportunities,processes and results,but also equity between regions,urban-rural areas,and schools;educational equity,which is an important element of educational justice,needs to be achieved through the promotion of educational justice.High-quality educational equity indicates that people enjoy the right to receive high-quality education based on equal access to education,that the high-quality balance of educational resources and the practical results of high-quality education promote each other,that the high-quality development of education and the balanced development of education promote each other in the eastern,central and western regions,and in urban and rural areas,and that the intrinsic value of education and the extrinsic value of education are mutually transformed and promoted.To promote high-quality educational equity,we need to enhance the quality for the unification of the purity of education's essential prescriptiveness,the satisfaction with educational value,and the intrinsic and extrinsic value of education,and their mutual transformation and promotion,promote educational equity in opportunities,processes and results,and between regions,urban-rural areas and schools,and strengthen their mutual promotion.
