摘  要:目的 探究公立医院岗位结构对人力资源效率的影响,为科学合理优化岗位结构配置、推动卫生专业技术职称改革落地提出建议。方法 以T市12家公立医院2018—2020年各级岗位人员占比与医疗卫生服务情况为研究对象,建立回归模型分析岗位结构对人力资源效率的影响,利用数据包络分析(DEA)测算人力资源投入产出效率值作为人力资源效率指标。结果 高级(含正高级和副高级)、副高级、中级人员占比对人力资源效率均有显著正向影响,其中副高级影响更强且更稳健。初级人员占比对人力资源效率有显著负向影响。结论 公立医院岗位结构对人力资源效率存在显著影响,建议适当提高副高级岗位结构比例,结合区域发展规划与公立医院现状,探索岗位结构区间管控制度,充分调动卫生专业技术人员积极性。Objective This paper explores the impact of poststructure on human resources efficiency in public hospitals,making suggestions for scientifically and reasonably optimizing the poststructure and promoting the reform of professional titlesof healthcare workers.Methods All of the healthcare workers and the amount of patients they served in 12 public hospitals in T City from 2018 to 2020 was engaged in the study.Regression models were established to analyze the influence of post structure on human resource efficiency.Data envelopment analysis(DEA)as human resource efficiency indicators were used to measure the input-output efficiency of human resources.Results The proportion of the medical personnel with a senior(including full senior and deputy senior),deputy senior,or intermediate professional title affected significantly human resource efficiency in a positive way,among which that with a deputy senior or intermediate title rendered more powerfully and more stably.The proportion of those with a junior title had a significant negative effect on human resource efficiency.Conclusion The poststructure of public hospitals has a significant impact on human resource efficiency.It’s suggested to appropriately increase the proportion of deputy senior,and explore the post structure interval control system by combining the regional development plan and the current situation of public hospitals,so as to fully mobilize the enthusiasm of healthy professional and technical personnel.
