摘　　要：作为国家事权的教材建设工作的重要内容,数字教育资源服务平台内容监管和质量控制仍存在内容监管理念落后、监管内涵认识不足、监管体系不健全、监管执行效率不高等问题。对此,本文提出:数字教育资源服务平台当从围绕单一内容审核转向内容综合治理与全面监管。立足媒体监管理论,探讨数字教育资源服务平台内容监管原则和边界,从两级规制、多维评审、人机协同维度阐述如何构建监管体系。As an important part of the construction of teaching materials of national authority,the content supervision and quality control of digital educational resources service platform still exists with backward concept of content supervision,insufficient understanding of the connotation of supervision,unsound supervision system,inefficient supervision and implementation.In this regard,this paper proposes that the digital educational resources service platform should be shifted from a single content audit to comprehensive content governance and comprehensive supervision.Based on the theory of media regulation,this paper discusses the principles and boundaries of content regulation of digital educational resources service platforms,and describes how to build a regulatory system from the dimensions of two-level regulation,multi-dimensional review and human-computer collaboration.
