摘  要:全面提高人才自主培养质量、构建中国自主知识体系的关键是扎根中国本土经验。改革开放以来,在教育主管部门主导下,我国高校、科研院所、中小学积极探索拔尖创新人才选拔培养的实践经验。基于本土经验构建符合我国国情、具有中国特色的拔尖创新人才选拔培养的理论框架和知识体系,需要厘清拔尖创新人才的基本概念和内涵,在中高考制度基础上明确拔尖创新人才选拔的工具与方法,完善包括专门的课程、教师、科研、组织与制度在内的培养体系和支持系统,构建涵盖基础教育和高等教育全过程的多阶段、动态性、长周期的评价机制,确保拔尖创新人才的选拔效率和培养质量。The key to comprehensively improving the quality of independent talent training and building Chi-na's independent knowledge system is rooted in China's local experience.Since the reform and opening up,under the leadership of the government or independent exploration by schools,Chinese universities,research institutes,and primary and secondary schools have actively explored practical experiences in selecting and cultivating top-notch innovative talents.In order to build the theoretical framework and knowledge system for cultivating top-notch innovative talents that are in line with China's national conditions and have Chinese characteristics based on local experience,it is necessary to clarify the basic concepts and connotations of top-notch innovative talents,develop the tools and methods for selecting top-notch innovative talents on the basis of senior high school and col-lege entrance examination systems,improve the training system and support system that include specialized courses,teachers,research,organizations,and systems,and construct a multi-stage,dynamic,and long-term evaluation mecha-nism that covers the entire process of basic and higher education to ensure the selection efficiency and training quality of top-notch innovative talents.
